You should skip an Action if you're not interested in performing that Action for your website, or the Action is not really relevant for the particular circumstances of your website. Skipping an Action means that you don't want to see that Action recommended for that website again. Of course, you don't receive any points for skipping an Action, but you will still get Action Recommendations for Actions that require the skipped Action as a prerequisite.
